LAUSD Board of Education has adopted a plan for Gifted and Talented Education (GATE), which includes District policies and procedures for identifying gifted learners in seven categories. The District’s policies and procedures for gifted/talented identification are in accordance with California State requirements and the District’s agreement with the Office for Civil Rights. The Targeted Identification Program (TIP), established in 2008, is designed to address the disproportionate gifted identification rates of African American and Latino students. Schools are selected annually based on GATE identification data including current GATE population, referral rate, identification rate, and disproportionality. Through TIP, selected schools receive intensive and strategic support and professional development from Gifted/Talented Programs with an emphasis on equitable screening and referral practices for students from diverse backgrounds..
